Who is the trainer?

The trainer is, by definition, “who shapes, who shapes something; in particular, in the sculpture, who executes the plaster cast of a statue; in foundry, forming worker; in various industrial and artisan activities, whoever is responsible for giving the objects in production the desired shape "(Treccani dictionary). By symbolic extension, the trainer is also the one who teaches, who provides knowledge and practices aimed at 'training' a person, providing him with a wealth of new knowledge that he did not have before the training process. The trainer is basically a facilitator of skills development. In other words, its action is aimed at making the process of developing new skills simple, fast and efficient.

Who is the teacher for workplace safety?

The teacher for workplace safety is a person who has decided to carry out training in the field of health and safety at work. He can be a corporate security manager with good communication skills; a company employee interested in safety who wants to improve his job position; an external professional dedicated to performing all or part of corporate training. The teacher must - by law - have the requirements that are made explicit by law.

What does it mean to be an SSL trainer?

Being an SSL trainer is an effective training activity in the field of safety in the workplace: knowing how to plan the development of didactic contents and topics; being able to recognize the different learning styles of the students present in the classroom or online; know how to competently use different training methods to keep the level of attention high: knowing how to promote, involve and enhance the group of learners.

What legislation defines the figure of the SSL trainer?

The legislative references on the professional profile of the trainer and on the teacher training methods for safety courses refer to Legislative Decree 81/08; to the Agreement between the State and the Regions of 2011; to the Interministerial Decree of 6 March 2013.

Legislative Decree 81/08 and the State-Regions Agreement of 2011 (in force since January 2012) define the mandatory nature of training in order to obtain the title of teacher-trainer, and delegate to the Permanent Consultative Commission the task of establishing and indicating the minimum requirements that the trainer must possess.

The Inter-ministerial Decree of 6 March 2013 confirmed the previous regulations, defines the criteria for the qualification of the teacher-trainer in the field of Occupational Health and Safety, the requirements necessary to access the training course and the 4 thematic areas of reference (for "thematic area" means a set of technically similar and comparable materials):

  1. Regulatory / legal / organizational area
  2. Technical risks area (Titles II, III, IV, V, VII, and XI of Legislative Decree No. 81/2008)
  3. Hygienic-health risks area (Titles VI, VIII, IX and X of Legislative Decree No. 81/2008)
  4. Relationship / communication area

How to become an SSL trainer?

To become a teacher of health and safety at work, the person concerned must meet a prerequisite (having obtained a secondary school diploma, this prerequisite is not required for employers who carry out their training directly workers and for those who can demonstrate that at the date of 18 March 2013 they already had at least one of the criteria provided for in the decree.) and must have the minimum requirements required by specific regulations. The trainer is considered qualified to demonstrate possession of both the prerequisite and one of the 6 criteria indicated by the Interministerial Decree 6 March 2013.

Whoever has the prerequisite and at least one of the criteria from 1 to 6 is considered "qualified" and is permanently (with reference to the thematic area in which he is qualified), without prejudice to the obligation of three-year professional updating, which consists or in the frequency (over the three-year period) of at least 24 hours of courses related to the subject area or, alternatively, of at least 24 hours of teaching.

What are the qualifying criteria of the SSL trainer?

In addition to the prerequisite, the aspiring trainer must satisfy at least one of the 6 qualification criteria provided:

  1. First Criterion - having completed at least 90 hours of teaching in the last 3 years (as an external teacher, not in his own company) in the subject area covered by the teaching;
  2. Second Criterion - integrates two sub-criteria:
    • a) the possession of a specific qualification (degree consistent with the subjects covered by the teaching, ie masters, research doctorates, specializations);
    • b) at least one requirement between: a training course on teaching, or teaching qualification, or a three-year diploma, or a master's degree in communication sciences, or previous experience as a teacher (or for at least 32 hours in the last 3 years in the field of health and safety at work, or for at least 40 hours in the last 3 years in any subject, or for at least 48 hours alongside, always in the last 3 years in any subject).
    • training course, with a final exam, lasting at least 24 hours, or teaching qualification, or obtaining a three-year diploma in communication sciences or a master's degree in communication;
    • previous experience as a teacher, for at least 24 hours in the last 3 years, in the field of health and safety at work;
    • previous experience as a teacher, for at least 36 hours in the last three years, also in subjects other than health and safety at work;
    • training course (s) supported by a qualified teacher, for at least 48 hours in the last 3 years;
  3. Third criterion - Having obtained a certificate of attendance with learning verification in training courses lasting at least 64 hours in the field of health and safety at work, plus at least 12 months of work or professional experience with the thematic area subject of teaching, all integrated by at least one of the following requirements:
    • training course, with a final exam, lasting at least 24 hours, or teaching qualification, or obtaining a three-year diploma in communication sciences or a master's degree in communication;
    • previous experience as a teacher, for at least 24 hours in the last 3 years, in the field of health and safety at work;
    • previous experience as a teacher, for at least 36 hours in the last three years, also in subjects other than health and safety at work;
    • training course (s) supported by a qualified teacher, for at least 48 hours in the last 3 years;
  4. Fourth Criterion - Have a certificate obtained from attending training courses lasting at least 40 hours in the field of health and safety at work, plus at least 18 months of work or professional experience consistent with the subject area covered by the teaching.
    Only if there are in addition one of the following conditions:
    • previous experience as a teacher, for at least 24 hours in the last 3 years, in the field of health and safety at work;
    • previous experience as a teacher, for at least 36 hours in the last three years, also in subjects other than health and safety at work;
    • training course (s) supported by a qualified teacher, for at least 48 hours in the last 3 years.
  5. Fifth Criterion - Work or professional experience at least three years in the field of health and safety in the workplace, consistent with the subject area covered by the teaching.
    Only if there are in addition one of the following conditions:
    • previous experience as a teacher, for at least 24 hours in the last 3 years, in the field of health and safety at work;
    • previous experience as a teacher, for at least 36 hours in the last three years, also in subjects other than health and safety at work;
    • training course (s) supported by a qualified teacher, for at least 48 hours in the last 3 years.
  6. Sixth Criterion - The experience accumulated in some specific security roles, specifically:
    • at least 6 months of experience as an RSPP;
    • at least 12 months of experience as an ASPP;
    • at least 12 months experience as a person in charge;
    However, this must be combined with at least one of the following specifications:
    • educational path in teaching, with a final exam, lasting a minimum of 24 hours, or teaching qualification, or obtaining a three-year diploma in Communication Science or a Master in Communication;
    • previous experience as a teacher, for at least 24 hours in the last 3 years, in the field of health and safety at work;
    • previous experience as a teacher, for at least 36 hours in the last three years, also in subjects other than health and safety at work;
    • training course (s) supported by a qualified teacher, for at least 48 hours in the last 3 years.

The qualification thus obtained is permanently recognized with reference to the thematic areas for which the teacher has developed the corresponding knowledge / experience requirement.

The three areas are:

  1. Regulatory / legal / organizational area
  2. Technical / hygienic-health risks area (in the case of risks involving both technical and hygienic-sanitary matters, the topics must be treated in two ways)
  3. Relationship / communication area
  4. This means that only those who are simultaneously in possession of three fundamental and mandatory factors can carry out the activity of formators: knowledge, experience and teaching ability of the trainer, who is certified through the attendance of specific courses.

    The above criteria do not apply to trainers-teachers of specific courses in the construction sector for the role of Coordinator for the design and execution of works, nor the courses for RSPP and ASPP, nor the courses for other specific figures (for example: fire-fighting, emergency, first aid, etc.).

    What updating should the trainer do?

    The legislation also prepares the update obligation for the trainer who, to keep his qualification unchanged, must fulfill obligations every three years:

    • attend refresher courses for a total of at least 24 hours in the relevant thematic area. of seminars, specialized conferences, refresher courses, organized by the subjects referred to in article 32, paragraph 4, of digs n. 81/2008 s.m.i .. Of these 24 hours at least 8 hours must be related to refresher courses;
    • carry out a minimum number of 24 hours of teaching activity in the relevant thematic area;

    For teacher trainers already qualified by March 18, 2014 (entry into force of the 2013 Inter-ministerial Decree), the three-year period by which to complete the update expired on March 18, 2017. For all others, the three-year term starts from the effective date achievement of the qualification.

    What courses can you take to become an SSL Trainer?

    These are the courses for professionals who meet the minimum requirements and intend to increase their skills as well as acquire one of the stable criteria in the indications approved on 18 April 2012 by the Permanent Advisory Committee on Health and Safety at Work:

    • Trainer training course of at least 24 hours in the field of health and safety at work.
    • Trainer training course of at least 64 hours in the field of health and safety at work and at least twelve months of work or professional experience consistent with the subject area covered by the teaching.
    • Training course of at least 40 hours in the field of health and safety at work and at least eighteen months of work or professional experience consistent with the subject area covered by the teaching.

    These courses provide participants with a theoretical frame of reference within which to act ‐ experimenting, module by module, the techniques, methodologies and tools necessary to deliver useful and effective training interventions in the field of health and safety at work in different contexts productive. Moreover, the course allows to acquire knowledge and to understand the topics proposed by the program, to develop the skills required for the activity of teacher and trainer and to qualify as a safety trainer in accordance with the Decree of Labor Min. 6 March 2013 .

    The skills acquired will allow us to plan and deliver training courses on health and safety in different production contexts. The qualification will be acquired by the trainer permanently, but it will be his duty to provide updates every three years.
